Improving Sociometric Measurements Through Modeling And Statistical Instruments to Support the Coherence and Effectiveness of Legislation

Abstract: Mathematical modelling, exhaustive techniques adopted for measuring latent behaviour alongside standard statistical analysis are being expanded continuously in studying legislative effectiveness, auditing policies, pre-post- and ex-post evaluations and several other assessments in behavioural and political sciences. The spreads of numerical approaches in socio-political features analysis are aligned with the necessities for quantitative answering of standard problems regarding the effectiveness of legislative packages and normative acts that might change frequently, their expediency to achieve target objectives, in establishing thought standards, in addressing society problems, for ensuring sustainable development, measuring social supportiveness and many other important indicators. In addition to the standard protocols that regulate measurement procedures for those features, the extraction of telling evidence from typically heterogenous and un-relaxed systems requires careful and well-adopted methodologies. This feature is boldened for measurement on systems representing transiting democracies features where frequent legislative revisions and legal challenges of normative acts infuriate the stability of the parameters and impede time dynamics on them. In this context, we have discussed some improvements in the generalised measurement procedures by contemplating physics’ instruments features, to diminish the effect of heterogeneity and dynamics. Consequently, non-objective answering in common questionnaires, lack of homogeneity and relaxation’s assumption, are balanced and corrected in the framework of the assessment and certification for instruments’ reliability, accuracy, resolution power etc. The result consists of enhanced measurement and reliable quantitative assessment for low scale measurement for the systems considered in this methodical analysis. It can be suggested for use in scientific measurement and research but also, it assist entities that operate in the field of measurement by conducting evidence-based analyses, to help boost the validity and generalizability of research findings, and to support governmental institutions in implementing cost-efficient legislative procedures. Also, improvements in classical sociometric techniques can be seen as adequate response of the rapid advancement of artificial intelligence, intensification of the network-based interactions, and to count for complexity of opinion and belief formation within contemporary societies. Within this framework, the present work outlines several thematic considerations related to the implementation of direct and indirect measurement techniques in heterogeneous and non-relaxed environments. Particular attention is given to modelling approaches, the identification of characteristic statistical distributions and network properties, as well as the application of sequential measurement procedures in small communities where conventional sampling strategies are either impractical or prohibitively costly.
