Abstract: The objective of this study is to investigate the moderating effect that human resource management (HRM) practices have on the relationship between top management support and employee engagement in a context of Jordanian Ministry of Social Development (MOSD). In this study, data were collected from 390 employees with an electronic questionnaire of 24 questions using descriptive survey design analysis and analysed by SmartPLS4 and SPSS 26. The results have revealed that, the moderation effect of HRM practices on the top management support and employee engagement relationship is minimal. However, top management support and HRM practices independently act as significantly positive predictors of employee engagement. This study indicates that MOSD needs to further improve HCM practices such as career development, supportive working environment, and HR policies in order to maintain a higher level of employee engagement.
