Abstract: This study analyzes growth patterns and volatility in limited liability company (LLC) registrations in 100 countries from 2006 to 2022. Using descriptive and trend-based statistical methods, such as Compound Annual Growth Rate (CAGR), moving averages, and year-over-year comparisons, the research identifies significant fluctuations influenced by major macroeconomic events and the COVID-19 pandemic. The findings reveal a steadily increasing trend in LLC registrations from 2006 to 2018, followed by a slight decline in 2019, a sudden surge in 2020 during the peak of the pandemic, and subsequent declines in 2021 and 2022. These patterns are critically analyzed in the context of global crises, particularly the 2008 financial crisis and the recent health emergency. Importantly, the study links these registration trends to key principles of quality management, emphasizing that business formation rates reflect not only entrepreneurial dynamism but also the quality of regulatory frameworks, institutional support, and governance standards within countries. Quality management systems in the business context influence the sustainability and resilience of firms during economic crises. By integrating quality management perspectives, policymakers are better equipped to understand how fluctuations in SOE registrations may indicate underlying strengths or weaknesses in economic governance and organizational practices. The study concludes by offering recommendations for improving quality management approaches in business development policies to promote sustainable and lasting business growth, especially in times of uncertainty.
