Sustainable Energy Management in Leading Smart Cities and Its Application to Eskişehir/Turkiye

Abstract: This study examines how sustainable energy management practices in a leading smart city (Helsinki) can inspire improvements in a developing city (Eskişehir). Through a benchmarking approach, three key indicators -renewable energy share, per capita energy consumption, and CO₂ emissions per capita- were compared. The findings suggest that while Eskişehir’s per capita energy use is relatively moderate, the city faces challenges in increasing its renewable energy sources and reducing carbon emissions. Helsinki’s policy instruments, such as feed-in tariffs, integrated district heating, and incentives for smart meter adoption, highlight possible pathways to enhanced energy efficiency and lower greenhouse gas outputs. However, these strategies must be adapted to the Turkish context, taking into account local climate conditions, governmental frameworks, and financial resources. In addition, ongoing plans for Turkiye’s 2025 energy capacity expansion offer a supportive backdrop for implementing more robust renewable energy solutions. Despite minor data gaps and reporting discrepancies, the research underlines opportunities for aligning Eskişehir’s urban development with sustainability targets, ultimately contributing to national climate objectives and inspiring further progress in other emerging regions.
